Good afternoon, Falcons,

We’re reaching out to share important information about how the upcoming Attendance Credit Election (ACE) could impact your taxes and Royal ISD’s funding.

Why is the State of Texas requiring Royal ISD to hold an Attendance Credit Election?

  • Business and industry growth in Royal ISD has outpaced student attendance growth in our schools.

  • The State of Texas is requiring RISD to either pay recapture (also known as “Robin Hood”) or detach a portion of our business property, along with the tax revenue it generates, and assign it to another district. This detachment would be permanent.

  • However, enrollment growth is already happening. RISD enrolls new students almost daily.

  • Multiple new neighborhoods are under development, which are projected to bring hundreds of new families to Royal ISD.

Local Control, Local Impact: What does this mean for Royal ISD and for your taxes?

  • A vote FOR ACE allows RISD to:

    • Retain all property currently in the district to continue responding to enrollment growth

    • Maintain a stable tax rate

    • Permanently keep the business tax revenue we currently collect

  • A vote AGAINST would result in:

    • The permanent loss of approximately 29.02% of RISD’s business tax base

    • A potential tax rate increase of up to $0.25 (which could mean an additional $750 per year on a $300,000 home) in order to offset lost property values
